The Bat Galim neighbourhood in Haifa exists since 1920's. The only commuity center with its library provides an important cultural and educational services for the entire community which consists of 5,000 inhabitants, 70% of whom are new immigrants.  

The library activity includes lending books in Hebrew and Russian to adults, as well as to children and the youth.  

The community center morning hours are dedicated to the elderly who participate in various club activities. The afternoon hours are geared for the youngsters who participate in dance and karate clubs and other social enrichment activities.  

The center is housed in an old building, inadequate for today's needs regarding the exterior as well as the interior: flooring, lighting and airconditioning and appropriate furniture. The building lacks modern facilities such as computers and is inaccessible to the handicapped.
